EV Charging Idle Fees in Malaysia (2026)
The short answer
An idle fee is what a charging network bills you for leaving your car plugged in after it has finished charging. It is not a parking charge and it is not for the electricity. On Gentari's network the fee is 40 sen a minute after a 15-minute grace period, from 30 March 2026. chargEV has been running 50 sen a minute after a 20-minute grace period on selected chargers. You avoid it by moving the car once the app says charging is done. Buildings that run their own chargers can set an idle fee too, and most busy sites eventually need one.
What the Malaysian networks actually charge
Network | Idle fee | Grace period | Applies to | Source and date |
Gentari | RM0.40 per minute, no cap (about RM24 an hour) | 15 minutes after charging stops | All AC and DC charge points except eight listed hotel and resort sites; 24 hours a day | |
chargEV | RM0.50 per minute (about RM30 an hour) | 20 minutes after charging stops | Selected chargers, reported as a trial ahead of wider rollout at busy sites |
Check the current rate in the operator's own app before you rely on these figures. Idle-fee policies on Malaysian networks have changed more than once — Gentari's 40 sen a minute replaced an earlier overstay fee of up to RM1.50 a minute. We have not found published idle fees for every operator, and we are not going to invent them: if your usual network is not in the table above, assume nothing and look in the app.
Why operators brought them in
A charging bay only earns its keep while a car is drawing power. A driver who finishes in 40 minutes and comes back three hours later has taken a bay out of service for over two hours, and on a DC charger that can be four or five sessions lost. Both operators gave availability as the reason. Gentari said the change was to mitigate hogging and improve charger availability; the Malay Mail piece on chargEV put it more bluntly, that charging bays are not parking spots.
The pattern is the same everywhere charging gets busy. The fee is not really revenue — it is a way of making the bay turn over.
How to avoid paying one
Turn on notifications in the charging app. Both networks notify you when the session ends. The grace period runs from that moment, not from when you notice.
Set a charge limit, not a full charge. On DC, the last 20% is slow anyway. Stopping at 80% gets you back to the car before the fee window opens.
Do not treat a charging bay as parking while you shop or eat. A two-hour lunch on a DC bay with a 15-minute grace period is roughly RM24 an hour on Gentari's published rate.
Unplug and move, in that order. The session ends when the car stops drawing power, so the clock may already be running while the cable is still attached.
For regular top-ups, charge at home instead. Home charging has no idle fee, and off-peak rates make it cheaper per kWh. We cover the timing in

Should your building charge an idle fee?
This is the part that matters if you sit on a JMB or management corporation, run a hotel, a mall, an office tower or a car park. The short answer is: not on day one, and yes once your bays start queueing.
When an idle fee is premature
A building with two chargers and four EV owners does not have a hogging problem, it has a spare-capacity problem. Introducing a penalty before there is contention annoys the early adopters you want on side and gives the committee a rule it has to police. Watch utilisation first.
The signal to act
Bays occupied but not charging for long stretches. Any OCPP-capable charger reports session energy and session duration separately. When duration regularly runs well past the point where energy delivery stopped, you have idle time.
Residents or tenants complaining they cannot get a slot. The complaint usually arrives before the data is looked at.
Overnight bays being held through the day. Common in condos where the charger sits in a shared visitor bay.
Setting the fee
Give a real grace period. The two published Malaysian policies use 15 and 20 minutes. Shorter than that and you will be refunding people who were in a lift.
Price it to move cars, not to earn. The published rates work out at roughly RM24 to RM30 an hour. That is deliberately uncomfortable. A fee set at parking rates changes nobody's behaviour.
Decide whether it applies overnight. Gentari's runs 24 hours. In a residential building, an overnight idle fee on a resident charging at home is usually the wrong call — exempt the hours when nobody is queueing.
Write it into the charging rules before you switch it on. In a strata building that means the committee approves it and residents are told in writing, with the rate and the grace period stated.
Make sure your hardware can actually bill it. Idle-fee billing needs a charger and back end that track session end time and can invoice by the minute. Not every unit does. Check before you promise it.
There is no price cap on EV charging in Malaysia, which gives buildings freedom on both energy rates and idle fees — and makes the decision yours to justify. We went through what that means for committees in No price cap on EV charging in Malaysia and what JMBs and property managers should do about it.
What it looks like by building type
Condominiums and strata buildings
Idle fees matter most where a small number of shared chargers serve a lot of residents. If every owner has a private bay charger the problem disappears, which is the real argument for private bays over shared units — covered in private bay or shared charger. For buildings still deciding, our condo and apartment charging guide sets out the options.
Hotels and resorts
Guests leave cars overnight, so a strict idle fee works against the hospitality you are selling. It is telling that Gentari's own policy exempts eight hotel and resort locations. Bay ratios matter far more here than penalties — see hotel EV charging in Malaysia.
Malls and high-turnover retail
The strongest case for an idle fee anywhere. A DC bay at a mall entrance can serve several cars an hour, and one shopper leaving a car for three hours wipes out most of that. Mall charging economics are their own subject — see EV charging for shopping malls in Malaysia.
Offices and workplaces
Staff park all day, so an idle fee on an AC bay makes little sense. The usual answer is rotation — a sign-up sheet or a mid-day move — rather than a charge. If a workplace does want to bill by the minute it needs the metering to support it.
Car parks and DC sites
Operators running public charging are already in the same position as the networks, and the same rules of thumb apply. Note that charging the public also brings licensing into play — see does your building need an EVCS licence?. Hardware for DC sites is covered on our DC charging solutions for businesses page.
What people actually ask
These are verbatim search queries that reached EvGuru pages over the 90 days to 2 November 2026, from our own Google Search Console data. Volumes are small — idle fees are a newer question in Malaysia than charging cost or installation — but nothing on our site answered them until now.
“do tesla destination chargers have idle fees” — 6 impressions, position 7.7, 0 clicks. It was landing on our general Tesla charging in Malaysia page, which does not mention idle fees.

Frequently asked questions
What is an EV charging idle fee?
A per-minute charge for leaving your car connected to a public charger after the session has finished. It is separate from the cost of the electricity and separate from any parking fee the car park charges. Its purpose is to free the bay for the next driver.
How much is the idle fee in Malaysia?
Gentari publishes 40 sen a minute with no cap, starting after a 15-minute grace period, effective 30 March 2026 (reported by SoyaCincau, 31 March 2026). chargEV has been charging 50 sen a minute after a 20-minute grace period on selected chargers (Malay Mail, 13 August 2025). Rates change, so confirm in the operator's app before relying on either figure.
When does the idle fee start counting?
From the moment the car stops drawing power, not from when you unplug or when you return. Both published policies then allow a grace period of 15 or 20 minutes. If your car finishes early because it hit its charge limit, the clock starts then.
Do idle fees apply to AC chargers as well as DC?
Gentari's policy covers both AC and DC charge points. The chargEV reports describe the fee on both a DC site and an AC site, but as a selected-location trial rather than a network-wide rule. Check the specific charger in the app.
Can a condominium or JMB charge its own idle fee?
Yes. There is no price cap on EV charging in Malaysia, so a building can set energy rates and idle fees. In a strata building the rule should be approved by the committee and communicated in writing with the rate and grace period stated, and the charger and back end have to be capable of billing by the minute.
Is it worth adding an idle fee to a building with only a few chargers?
Usually not yet. With few EVs and no queue it creates a rule to police and no benefit. The time to introduce one is when charger reports show bays occupied long after energy delivery stopped, or when residents start complaining they cannot get a slot.
